Executive Master of Education in Leadership and Policy

EXECUTIVE MASTER OF EDUCATION (EMED) IN LEADERSHIP AND POLICY

This is the most recent popular innovative degree programme which the department offers in five campuses of Moi University: Eldoret West Town (KPA), Nairobi, Mombasa, Kericho and Central Kenya since the first intake in December 2009. This programme was developed by the Department of Educational Management and Policy Studies (EMPS) in the School of Education in the process of re-defining its curriculum to spearhead training, research and development. The programme aims at helping Kenya to utilize schools as channels of reducing poverty through good governance and achieving vision 2030 and international development targets of the Millennium Development Goals (MDGs). School leadership require educational reformers who could meet the challenges of sustainable development in the changing political, economic, social, technological, and legal environment.

Therefore, the Executive Master of Education (EMEd.) in Leadership and Policy is a programme meant to train educational leaders particularly Principals; Deputy Principals; and Heads of Departments of schools, colleges, Institutes of Education, Ministry of Education officials, private entrepreneurs in education, officials of International Agencies and Non-governmental Organisations (NGOs) involved in education or practitioners with at least five years teaching experience in an educational institution. The emphasis of this programme is on personal reflection and the application of educational institution.

The department of Educational Management and Policy Studies also offers the following postgraduate degrees:

  • EMEd. Executive Master of Education
  • M.Phil. Educational Administration
  • M.Phil. Economics of Education
  • M.Phil. Educational Planning
  • D.Phil. Educational Administration
The executive Master of Education is offered in five Campuses of Moi University namely: Eldoret West, Nairobi, Mombasa, Central Kenya (Karatina) and Kericho. Other postgraduate programmes are offered in Eldoret.

JUSTIFICATION

Studies indicate that educational leadership and policy is a specialised area that requires a lot more than what is offered during the undergraduate programme courses in leadership, administration and management. This shows that there is a gap in knowledge between undergraduate training and the time graduates assume leadership or private entrepreneurship positions. The practice of entrepreneurship, starting and running educational institutions like business organizations, is also widespread in developing countries. This programme stress on strategic leadership rather than administration and management, institutional autonomy and partnership rather than control, orientation to public service, enabling and advising rather than providing services, contracting of services, formal rather than informal monitoring and evaluation of performance. The programme seeks to fill this gap by providing a tailor-made professional programme that will be rich in knowledge by addressing the critical areas of concern for educational leaders.

OBJECTIVES

The main objective of this programme is to prepare practising educational leaders to improve their leadership competences, skills, performance, efficiency and effectiveness. Graduates of the programme are expected to:

  1. be able to identify national contextual debates in leadership and policy in education;
  2. be able to engage in critical dialogue about key contemporary issues in educational leadership and policy and have skills of argument and dissemination;
  3. be able to identify barriers to positive change in the leadership and policy in education;
  4. acquire skills of critical analysis of official documentation in educational leadership and policy;
  5. acquire appropriate research methodologies to study educational leadership and policy for functioning of educational institutions;
  6. be able to review critically research literature in the field of educational leadership and policy with a view to using the same for ease of institutional leadership; and
  7. improve the leaders' and managers' ability to apply new knowledge and techniques in leadership and policy to their local organizations.

LEARNING OUTCOMES

The learners are expected to gain skills that will help them to:

  1. provide leadership in overall provision of public formal education;
  2. provide pragmatic, action-oriented leadership in matters of policy making and implementation in educational institutions;
  3. provide strategic and visionary leadership for educational institutions' efficiency, effectiveness and improvement; and
  4. initiate and manage educational projects in tandem with the achievement of Millennium Development Goals (MDGs).

ADMISSION REQUIREMENTS

  1. Candidates MUST have a Bachelor of Education (BEd Arts/Science) degree or relevant first degree with Postgraduate Diploma in Education (PGDE).
  2. Candidates MUST be either Principals; Deputy Principals; and Heads of Departments of schools, colleges, Institutes of Education, Ministry of Education officials, private entrepreneurs in education and NGO officials involved in education or practitioners with at least five years teaching experience in an educational institution.

DURATION

  1. The Executive Master of Education (EM.Ed.) Degree programme shall last for one (1) calendar year of two semesters.
  2. The period of the programme shall include course work, examination and project/Thesis writing.

EXAMINATION REGULATIONS

  1. Grading system of the Executive Master of Education (EM.Ed.) degree programme shall include course work, examination and project /Thesis writing.
  2. Upon completion, any candidate wishing to pursue Doctor of Philosophy (DPhil.) degree will be required to fulfil usual university requirements for Doctorate degree.
