SHORT COURSES IN FISHERIES AND AQUATIC SCIENCES DEPARTMENT OF FISHERIES AND AQUATIC SCIENCES
INTRODUCTION
The Department of Fisheries is the major institution in East and Central Africa that offer professional courses in fisheries at different levels, In Kenya specifically, serving Fisheries Officers in the Government have not had any training since their programmes were excluded from the Naivasha Wildlife Training Institute. that use to offer such courses. This situation has lead to far reaching repercussions to the fisheries sector as no other institution exists wher the skills of ofiicers charged with the responsibility of managing the country’s fisheries resources can be upgraded. This has led the Fisheries Department of Moi University to develop courses that cater for all cadres of fisheries staff to satisfy the country’s training demands, as well as the East and Central Africa region. Ramogi Institute of Advanced Technology (RIAT) is the only middle level college that offers a three-year craft certificate in fisheries. Most staff already serving in the field can not be away for this long. There is therefore need to develop short courses of not more than three months to solve this problem. A graduate from RIAT also faces several problems as they can not be admitted for degree work directly at the university with acraft certificate. The craft certificate course is therefore terminal at the moment. The short course programme described in this document will enable these craft certificate holders to bridge their qualification into
JUSTIFICATION
The Department of Fisheries at Moi University, is hard pressed to produce appropriate training packages at all levels in the fisheries sector. To be capable of achieving our goals, the department wishes to build the capacity of fisheries managers by developing appropriate curricula at all levels to address all the needs of the country in the fisheries sector. Training’s to be instituted both at the institution and at the community levels will focus in both the Lake Victoria basin and coastal region.
There is a high concentration of different cadres of fisheries officers within Lake Victoria basin and the Kenya coastal region, most of whom, have never attended any training since their employment. This trend undermines the efforts of current projects targeting improvement of the sector like LVEMP and the proposed EU supported coastal fisheries programme, as the officers do not have current technological and management skills needed to address the multiple problems facing fisheries management in this country. Through highly skilled manpower available in the Department of Fisheries and associated departments within Moi University, these challenges can be met if financial resources are made available.
