Prof. Samuel Gudu is the Deputy Vice Chancellor - Planning and Development, Moi University. The office is responsible for coordinating all planning and development functions in the University to enable a conducive environment for all stakeholders (Staff, Students and Outsiders) to achieve their goals and also to enable the University achieve its Mission and Objectives.

Some of the planning functions include:

1. Coordinate and prepare the University Academic Master Plan and Physical Master and Human Resource Master Plans.
2. Evaluate the University current (operational) and strategic(future) plans to ensure they meet the vision, mission, objectives of the University.
3. Monitor the University current and strategic plans to ensure that the target of high efficiency and effectiveness in resource allocation and utilization is achieved in vision plan.
4. Advice University Management and corporate budgeting, planning and investment matters.
5. Maintaining the database of human, physical and academic research.
6. Monitor and evaluate the impact of planning development in the University.
