MOI UNIVERSITY STRATEGIC PLAN 2005/06 - 2014/15 - FOREWORD

Moi University was established in 1984 by an Act of Parliament (Moi University Act, 1984) as the second public university in Kenya. This was on the recommendation of a Presidential Working Party chaired by Prof. Collins B. Mackay. It was initially intended to be a University of Science, Technology and Development though it currently also offers degree programs in the Social Sciences.

Previous Development Plans of Moi University have, to a large extent, guided its growth. While some of the targets were achieved, the University will continue to address the outstanding and emerging challenges emanating from a liberalized political, economic and socio-cultural environment through systematic planning.

The approach used in formulating the present Strategic Plan is distinct from that used in all the previous Development Plans in the sense that it has been widely participatory and as consultative as possible. Distinctively, most stakeholders such as Students, Heads of Departments, Directors, Deans and above all, Moi University Senate and Council members made important contributions during the conception of the plan. Attempts will be made to provide adequate resources to implement the plan.

The Strategic Plan articulates the Vision, Mission, Core Values and Objectives; and also provides the strategies to be implemented in order to give Moi University a considerably enhanced service delivery capacity in the next ten years. During the plan period, the University will focus its attention on the improvement of teaching and learning through intensified use of Information and Communication Technologies (ICTs), and adopting curricula which are responsive and sensitive to market needs in a rapidly developing economy. The University will also improve the research capacity and develop more linkages with local/national and international institutions with academic excellence with a view to producing high-level manpower for sustainable development of the society.

The University plans to transform the overall quality of governance through devolution of responsibilities and functions to operational units in order to achieve the best corporate management practices. This will ensure efficient and effective service delivery to our students, staff and the country thereby improving the corporate image of the University.

Furthermore there will be a deliberate effort towards gender mainstreaming, and an attempt to cater for the other marginalized persons such as those with disabilities. The operational units will be guided by the vision, mission and core values during the implementation of the Strategic Plan.

I wish to emphasize that the Strategic Plan is a statement of intent, the first step in a long and creative endeavour to improve the life of the University. Responsibility for effective execution of the strategies is with all of us at Moi University, and with the support of our development partners, nothing will be impossible.

I take this opportunity to sincerely thank those who were involved in the formulation of this Strategic Plan for their unreserved commitment to duty and their love for our University.
