Moi University has produced a new ten-year Strategic Plan covering the period 2004/05 - 2013/2014. This plan takes into account the experiences of the University for the last 20 years and the current national and global challenges in higher education that may prevent the University from realising its Vision, Mission, Core Values and Objectives.
Although the University is only 20 years old, it has played a significant role in the production of high quality human resource for development. However, the University continues to face a number of challenges including: issues related to governance; high student enrolment; inadequate infrastructure; reduced government funding and inadequate options for income generation. Others are global competition for quality staff, the dynamic demands and expectations of stakeholders, changes in national goals and policies on education, political and socio-economic environments. In addition to these largely external factors, the University community identified critical strategic issues including implementation of decisions, governance, focus on students, human resources, financial management, academic programs, research and extension programmes, quality management, infrastructure, corporate image and identity as prioritised internal environmental factors that require to be addressed during the plan period.
Consequently, the Plan will act as a guide to the University in its resource utilization management and the proposed restructuring of both its governance and faculties to improve efficiency and effectiveness for enhanced service delivery to staff, students and all stakeholders. In addition, this Plan will not only be a shopping and marketing document to be shared with development partners but will also act as a guide for assessing performance and achievements of the University in the next ten years.
In the preparation of this Plan, the University consulted widely with stakeholders including Council, Senate, College Boards, Faculty/Schools/Institute Boards and Departmental Boards, staff and students towards identifying, analysing, prioritising and proposing solutions to current challenges. In view of this broad consultation and quality participation, it is expected that all stakeholders will claim ownership of the plan and support the process in its implementation. Their support will in turn make Moi University the University of choice nationally and internationally. Based on their views, the Vision, Mission, Core Values and objectives of the University have been sharpened and redefined. It is hoped that the plan will receive the support of everybody in order to make Moi University an academic destination of choice nationally and internationally.
I would like to thank all those who participated in preparing this Strategic Plan. This is the start of a dynamic and exciting phase of our University.
