ICTA visit to DLP assembly plant

Moi University on Friday August 10, 2018 hosted senior officials from the Information and Communication Technology Authority at its Digital Literacy Programme (Laptop project) assembly plant based at Rivatex East Africa Limited in Eldoret town.

In 2016, Moi University won the Government tender to supply laptops and tablets to primary schools in 26 counties across the country.

2 Digital Literacy program Pic  10The high-level delegation also comprising officials from the Ministries of Education and Industrialization and the Parliamentary Committee on ICT was led by ICT and Innovation Principal Secretary, Mr. Jerome Ochieng.

“So far, one million devices have been distributed countrywide. The second phase is a buildup on the first phase. The Government will integrate ICT into teaching and learning so as to equip the learners with the skills required for the 21st century human capital to drive the country’s knowledge economy,” said Mr. Ochieng.

The DLP is a flagship project for the Government, which is part of the Vision 2030’s Social Pillar aimed at making Kenya a knowledge based economy. The first phase covered over 19,000 public primary schools where over one million devices to Class One pupils were distributed. The programme also saw the installation of power in those primary schools across the country where devices were distributed.

The delegation was taken around the plant to assess its readiness for the second phase of the DLP programme that is to be rolled out soon. It is estimated that in the second phase, 1, 200, 000 devices will be assembled for primary schools. The Moi University plant has capacity to assemble 2, 500 devices per day.

In the second phase of DLP, the Government will put up digital learning centres in 2, 400 public primary schools with 50 devices in each.

Vice Chancellor Prof. Isaac S. Kosgey expressed the University’s commitment in advancing the Government’s Big Four Agenda, noting that DLP programme was just one of the manufacturing arms of the University. The DLP programme was conceived by President Uhuru Kenyatta to enable the country achieve the Sustainable Development Goal (SDG) specific to education. In Africa, Kenya is the only country to have achieved this global agenda at the moment.

The Ministry of Education, through the Kenya Institute of Curriculum Development (KICD) has development digital content for Classes 1, 2 and 3 and the devices come with this pre-installed content. Content for other classes will be added progressively. It is anticipated that in future, access of the content will be device-neutral, enabling learners and teachers to access the content using any enabled device such as smart phones. The Government will facilitate the development of content that is in line with the Competency Based Curriculum (CBC).
